KK Registration & Profiling Guide

Everything you need to know about registering as a Katipunan ng Kabataan (KK) member on Project Youth360.

Overview

The Katipunan ng Kabataan (KK) Registration, also known as KK Profiling, is the official youth registration process mandated by DILG Memorandum Circular 033-2022 and Republic Act 10742 (Sangguniang Kabataan Reform Act of 2015).

All youth residents of Barangay Mankilam aged 15-30 are encouraged to register as KK members. Registration is required to access SK services including equipment borrowing, the scholar program, and solicitation letter requests.

KK profiling is an annual requirement — members must update their profile each year to maintain active status.

How to Register

Account Setup

    Create an Account

    Visit Project Youth360 and click "Register" to create your account with your email address and a secure password.

    Verify Your Email

    Check your inbox for a verification email from Project Youth360. Click the confirmation link to activate your account.

    Log In

    Return to Project Youth360 and log in with your verified email and password. You will be directed to your dashboard.

Registration Form (5 Steps)

From your dashboard, click "Register as KK Member" to begin the registration form.

Step 1: Personal Information

Full name (first, middle, last, suffix), sex, date of birth, place of birth, and civil status.

Step 2: Address

Select your purok from 38 officially recognized puroks in Barangay Mankilam, plus your street address.

Step 3: Education & Contact

Mobile number, email address, youth classification (ISY, OSY, WY, or YSN), highest education level, and work status if applicable.

Step 4: Documents

Select your ID type and upload a photo of the front of your ID (required) and optionally the back. Accepted formats: JPG, PNG, or WebP. Maximum file size: 5MB per image.

Step 5: Review & Submit

Review all entered information for accuracy. Accept the Terms and Conditions and Data Privacy consent, then submit your application.

Youth Classification Reference

  • ISY (In-School Youth) — Currently enrolled in any educational institution
  • OSY (Out-of-School Youth) — Not currently enrolled in any educational institution
  • WY (Working Youth) — Currently employed, whether full-time or part-time
  • YSN (Youth with Special Needs) — Youth with disabilities or special needs requiring additional support

Verification Process

After submitting your application, it goes through a multi-stage verification process:

Submitted (Pending)

After submission, you will receive an email confirmation. Your dashboard will show your application as "Under Review".

Kagawad Review

Your application is reviewed by SK Kagawads. At least 2 out of 3 assigned reviewers must agree on a decision. They may approve your application, request corrections if something needs fixing, or escalate it for further review.

Chairman Finalization

After Kagawad approval, the SK Chairman reviews and makes the final decision. The Chairman also reviews any applications that were flagged for additional scrutiny during the Kagawad review.

Approved

You will receive an email notification confirming your KK membership. Your role is activated and your uploaded ID documents are automatically deleted for data privacy compliance (DPA).

Revision & Rejection

Not all applications are approved on the first submission. Depending on the review outcome, you may be asked to revise your application or, in some cases, your application may be permanently rejected.

Revision Request (Needs Revision)

What it means: Reviewers found a fixable issue with your application, such as a blurry ID photo, a typo in your name, or an incorrect purok selection.

What happens: You will receive an email notification listing the specific issues that need to be corrected. Your dashboard will show an amber "Revision Required" status.

What to do:

  1. Go to your dashboard and find your application.
  2. Click "Edit and Resubmit" to open the editing form.
  3. Fix the issues identified in the email. All fields are editable during resubmission.
  4. If you need to replace your ID, upload a new photo. New uploads replace the previous ones.
  5. Submit your corrected application.

After resubmission, a fresh review cycle begins with new Kagawad reviewers assigned to your application.

Permanent Rejection

What it means: Your application was determined to be ineligible. This may be due to age ineligibility, residency outside Barangay Mankilam, or other disqualifying factors.

Who can reject: Only the SK Chairman or Superadmin can permanently reject an application. Your dashboard will show a red "Rejected" status.

What happens: You will receive an email explaining the reason for rejection. Permanently rejected applications cannot be resubmitted for the current profiling year.

Next steps: You may register again in the next profiling year if you meet the eligibility requirements. If you believe the rejection was made in error, contact the SK office for assistance.

After Approval

Once your KK membership is approved, you gain access to the following platform features:

Scholar Program

Apply for educational scholarships and log community service hours.

Equipment Borrowing

Request to borrow sports equipment, sound systems, tables, chairs, and more.

Solicitation Letters

Submit solicitation requests for events and community programs.

A unique referral code is also generated upon your first approval, which you can share with other eligible youth in Barangay Mankilam.

Annual Renewal

KK profiling is an annual requirement under DILG MC 033-2022. Each year, you must complete a new profile to maintain your active KK membership status.

When renewing, your previous personal information (name, address, contact details) will be pre-filled for convenience. However, you will need to re-upload your ID documents as they are deleted after each approval cycle for data privacy compliance.

If you do not complete your annual renewal, your KK membership may lapse, temporarily restricting access to SK services such as equipment borrowing, the scholar program, and solicitation requests.

Frequently Asked Questions

What if I made a mistake in my submission?

If reviewers find a fixable issue such as a blurry ID photo, a typo, or an incorrect purok, they will request a revision. You will receive an email listing the specific issues. From your dashboard, click "Edit and Resubmit" to correct your application and submit it again. All fields can be edited during resubmission.

Why are my ID documents deleted after approval?

In compliance with the Data Privacy Act (DPA) of 2012, ID documents are only retained for the duration of the verification process. Once your identity is confirmed and your membership is approved, the documents are automatically deleted to protect your personal information.

Can I use an expired ID for registration?

Expired IDs are generally not accepted. Please use a valid, non-expired government-issued ID. If you do not have any valid ID, visit the SK office for assistance with alternative verification methods.

What happens if my application is rejected?

There are two possible outcomes. If reviewers identify a fixable issue (such as an unclear ID photo or incomplete information), you will receive a revision request with specific issues to correct. You can edit and resubmit your application directly from your dashboard. If your application is permanently rejected (for reasons such as age ineligibility or residency outside Barangay Mankilam), you will receive an email explaining the reason. Permanently rejected applications cannot be resubmitted for the current profiling year, but you may register again in the next profiling year if you meet the eligibility requirements. Contact the SK office if you have questions about a rejection.

Do I need to renew every year?

Yes. KK profiling is an annual requirement under DILG MC 033-2022. If you do not complete your annual renewal, your active KK membership status may lapse, limiting access to SK services like equipment borrowing and the scholar program.

I am turning 31 this year. Can I still register?

KK membership is open to residents aged 15 to 30. If you are 30 at the time of registration and will turn 31 during the profiling year, you may still register. However, once you are 31 or older, you are no longer eligible for KK membership.
