Overview

The SK Mankilam Equipment Lending System allows verified KK members to borrow government-owned equipment for community events, programs, and personal use within Barangay Mankilam.

The system manages a catalog of equipment across 10 categories including audio/visual equipment, furniture, sports gear, event materials, and more. All requests go through a democratic approval process to ensure fair access and accountability.

Priority is given to official SK activities, followed by registered youth organizations, then individual constituents. Equipment is government property and must be treated with care.

Requirements

  • Bona fide resident of Barangay Mankilam
  • Active KK membership (verified profile)
  • No active bans or penalties on your account
  • Valid government or school ID for pickup

Important Restrictions

  • Users with overdue items cannot submit new requests
  • Maximum 5 concurrent active borrows allowed
  • Banned users are blocked from all borrowing
  • Users with pending replacements cannot borrow

How to Request Equipment

From your dashboard, navigate to the Equipment section and click "New Request" to begin the equipment borrowing form.

Step 1: Event Details

Enter your event name, event date, purpose (minimum 20 characters), pickup date, and return date. The pickup date must be at least 3 days from today.

Step 2: Select Equipment

Browse available equipment by category and add items to your request. Specify the quantity needed for each item. You can add up to 10 different items per request.

Step 3: Review & Submit

Review all event details and selected equipment. Accept the Terms and Conditions and Equipment Lending Agreement, then submit your request for approval.

Equipment Lending Agreement

Before submitting, you must acknowledge the following terms:

  • Liability — Full financial responsibility for any damage or loss while equipment is in your possession.
  • 24-Hour Return — Equipment must be returned within 24 hours after your event concludes.
  • Clean Return — Items must be returned in the same clean and working condition as received.
  • Personal Appearance — You must personally claim and return equipment. No representatives accepted.
  • ID Surrender — A valid ID must be surrendered upon pickup as collateral.

Approval Process

After submitting your request, it goes through a multi-stage review process:

Submitted (Pending)

After submission, your request enters the queue. Your dashboard will show the request as "Pending" while it awaits review.

Under Review

Your request is assigned to SK Kagawads for review. At least 2 out of 3 assigned Kagawads must approve through the democratic review process.

Chairman Finalization

After Kagawad approval, the SK Chairman reviews the request and makes the final decision to approve or reject.

Approved

You will be notified that your request is approved. You may now proceed to pick up the equipment on your scheduled pickup date.

Pickup & Release

Once your request is approved, you may pick up the equipment on your scheduled pickup date. The release process involves identity verification and ID surrender.

Identity Verification

    Personal Appearance

    The admin verifies that you are the person named on the approved request. You must be physically present — no representatives or proxies are accepted.

    Physical ID Surrender

    You surrender a valid government or school ID as collateral. The admin confirms the name on your ID matches the request. Your ID is returned only after all equipment is returned and inspected.

Upon successful verification, the admin will release the equipment and generate a Borrowing Form PDF that documents the items, quantities, and condition at the time of release. A due date is set based on the event end time plus 24 hours.

If identity verification fails (wrong person, name mismatch, or invalid ID), the release is rejected and the request is flagged.

Return Policy

24-Hour Return Rule

Equipment must be returned within 24 hours of your event end time. SK Mankilam accepts returns Monday through Sunday — there are no weekend buffer days.

Examples:

  • Event ends Saturday 5:00 PM → Return by Sunday 5:00 PM
  • Event ends Tuesday 8:00 PM → Return by Wednesday 8:00 PM

Return Condition Assessment

When you return equipment, the admin inspects each item and records one of the following conditions:

Good

Equipment returned in the same condition as received

Dirty

Equipment returned unclean (e.g., muddy chairs, wet tents). May result in a warning.

Damaged

Equipment returned with physical damage. Borrower is responsible for repair or replacement costs.

Lost

Equipment not returned. Borrower must replace with the exact same brand and quality.

Incomplete

Partial return (e.g., 49 of 50 chairs). Triggers "Pending Replacement" status until all items are accounted for.

Clean Return Requirements

  • Tents (Tolda) — Must be dry and properly folded
  • Chairs/Tables — Must be wiped clean of dirt and debris
  • Sound System/Tech — Must be returned with all cables and accessories
  • General — All items must be in the same condition as received

Penalties & Strike System

SK Mankilam enforces a 3-strike penalty system to ensure accountability. Violations are tracked on your account and result in escalating consequences.

1st Offense

Warning

Late return under 48 hours or dirty return. A written warning is issued and flagged on your account.

2

2nd Offense

3-Month Ban

Late return exceeding 48 hours, equipment damage, or repeated dirty returns. Your account is suspended from all borrowing for 90 days.

3rd Offense

Permanent Ban

Repeated violations or loss of equipment. You are permanently banned from all SK equipment borrowing services.

Violation Types Tracked

  • Late Return — Equipment returned after the 24-hour deadline
  • Damage — Equipment returned in damaged condition
  • Loss — Equipment not returned at all
  • Dirty Return — Equipment returned unclean
  • No Show — Approved request but borrower did not claim equipment

Borrowing Limits

5 Active Borrows

Maximum number of concurrent active borrows (approved, released, overdue, or pending replacement).

3-Day Lead Time

Pickup date must be at least 3 days from the date you submit your request.

10 Items per Request

Maximum number of different equipment items you can include in a single request.

30-Day Maximum

Maximum borrowing duration from pickup date to return date for any single request.

Who can borrow equipment from SK Mankilam?

Any bona fide resident of Barangay Mankilam with an active KK membership (verified profile) and no active bans or penalties can submit equipment borrowing requests through the platform.

Can someone else pick up the equipment for me?

No. SK Mankilam enforces a strict No-Proxy Policy. The person who submitted the request must be the same person to personally claim and return the equipment. No authorization letters or representatives are accepted.

What happens if I return equipment late?

Late returns are tracked under the 3-strike penalty system. A first offense (late return under 48 hours) results in a written warning. A second offense or late return exceeding 48 hours results in a 3-month ban from all borrowing. Repeated violations lead to a permanent ban.

What if I damage or lose borrowed equipment?

You assume full financial responsibility for any damage or loss. Replacements must be of the exact same brand and quality. Your borrowing privileges are suspended until the replacement is completed.

Why do I need to surrender my ID upon pickup?

Physical ID surrender serves as collateral to ensure accountability. Your ID is returned after all equipment is returned and inspected. The admin verifies your identity by confirming your physical appearance matches the ID you surrender, and that the name on the ID matches the approved request.

How far in advance do I need to submit a request?

Your pickup date must be at least 3 days from the date of submission. This lead time allows SK Kagawads and the Chairman to review and process your request through the approval workflow.

Can I have multiple active borrows at the same time?

Yes, you can have up to 5 concurrent active borrows (approved, released, overdue, or pending replacement). You cannot submit new requests if you have reached this limit or have any overdue items.

What is the maximum borrowing duration?

The maximum borrowing duration is 30 days (from pickup to return date). However, equipment must be returned within 24 hours of your event end time. Plan your return date accordingly.
